Scott has broad experience in the areas of commercial real estate (purchase, sale, leasing, rezoning, subdivision, etc.), construction and engineering (heavy, highway, commercial and environmental), business law (principally the creation, sale and purchase of LLC's, corporations, partnerships, and joint ventures, including MBE's and WBE's, and associated buy-sell, employment, franchise, etc. agreements), and wills and estate administration.
Scott has successfully represented clients before many agencies and tribunals, including: Federal courts in PA, MD and WV, PA state appellate courts, PA's Board of Claims, Maryland's Board of Contract Appeals, PennDOT, MDOT, DelDOT and VADOT, Pennsylvania's DEP, L&l, State Ethics Commission (allowing the start-up of a WBE engineering firm), Prevailing Wage Appeals Board (overturning a Department Secretary's debarment order for only the second time in the Board's history), AAA and other arbitration and mediation panels, the EEOC and PHRC, OSHA, the Mayor and City Council of Baltimore (successfully obtaining the award of a $15,000,000 1-95 contract for our client), and numerous counties, municipalities and authorities throughout the Mid Atlantic region.
