The Lackawanna County District Attorney's Office is the county's top law enforcement agency. The Office prosecutes all felony and misdemeanor crimes under the Pennsylvania Crimes Code, ranging from first-degree murder to DUIs. Under the leadership of District Attorney Mark Powell, the DA's Office has put a strong emphasis on stopping the flow of opioid drugs, including the over-prescription of opioid medications by doctors, and prosecuting crimes against children and seniors.

The office includes a Drug Unit, Special Victims Unit, Elder Abuse Task Force, and more. District Attorney Mark Powell has made impactful changes to professionalize the DA's Office and improve the capabilities and effectiveness of prosecutors and law enforcement officers across the county.

He has taken a multifaceted approach to combatting the opioid epidemic by stepping up drug enforcement efforts, working to get lower-level offenders into mandatory treatment, investigating and studying the root causes of overdose deaths in Lackawanna County, and working with the Lackawanna Recovery Coalition, which he co-chairs, to provide community awareness, education, treatment, prevention and harm reduction.

Since assuming office, District Attorney Mark Powell has made impactful changes to professionalize the DA's Office and improve the capabilities and effectiveness of prosecutors and law enforcement officers across the county.
His accomplishments as DA include a host of new policies, procedures and protocols designed to improve the Criminal Justice System in Lackawanna County and keep our communities safe.
Powell has made the opioid crisis his top priority, taking a multifaceted approach to combatting the problem by instituting aggressive drug enforcement efforts against traffickers and street-level dealers; creating a Fresh Start Program to get lower-level offenders into treatment instead of having a criminal record; aggressively investigating every overdose death and prosecuting those responsible for supplying the deadly drugs; prosecuting pill-pushing doctors; securing a $900,000 grant from the U.S. Department of Justice to study the root causes of overdose deaths in Lackawanna County and propose effective solutions; and co-chairing the Lackawanna Recovery Coalition, a multidisciplinary community group that provides community awareness, education, treatment, prevention and harm reduction programs.
Since taking office, Powell has led the District Attorney's Office from the front, personally trying cases; working with his staff to improve prosecutions and increase conviction rates; mentoring younger prosecutors on trial advocacy strategies, case preparation and trial presentation; and working closely with county detectives, municipal police departments and the Pennsylvania State Police to ensure effective investigations and prosecutions.
Personally tried and secured convictions in five cases in his first year in office including a first-degree murder conviction.
District Attorney Powell spends a great degree of time working with Veterans.

Veterans volunteer their time to service organizations and are leaders in our neighborhoods and communities.
Unfortunately, sometimes Veterans experience difficulty transitioning back to civilian life.

Tragically, too many veterans are still coming into contact with the justice system due to experiences they developed as a result of their service to our country.
District Attorney Powell reorganized the Victims Advocate Department to better serve victims of crime by appointing a full-time supervisor to oversee the multidisciplinary components.
The District Attorney's office has units devoted to helping victims that include Special Victims, Trauma Services, Victim and Witness' assistance.
Under District Attorney's leadership, victims are contacted well in advance of hearings and their voice matters.
A victim's opinion about the appropriate disposition of a case is listened to and restitution is mandatory before a plea offer is extended to a defendant.
Neighborhood crime watch groups are composed of residents who are focused on keeping their neighborhoods safe and crime-free.
Working with local law enforcement, concerned residents learn strategies for preventing crime such as informal "patrolling" of their blocks or neighborhoods.
Crime watch volunteers promote safe neighborhoods with street signs that help to deter would-be criminals.
Studies have shown that such signs are effective.
Some meet fairly regularly to discuss neighbors' concerns and any news of suspicious activity.
