Houston is a native of Maury County.
He wanted to be a lawyer since he was a boy, and after receiving a degree from Rhodes College in Memphis, where he majored in History, he received his law degree from The University of Tennessee in Knoxville.
After serving as law clerk to federal district judge Harry Wellford in Memphis, Houston returned to his hometown and practiced law for 21 years, first with MacFarland, Colley, Blank & Jack, and then with Trabue, Sturdivant & DeWitt.
His law practice was varied, and included wills and estates; divorces, custody, and support; adoptions; real estate; business law; and litigation.

Wesley authored an article titled Solomon's New Sword: Tennessee Parenting Plan, The Roles of Attorneys, and the Care Perspective which was included in the Tennessee Law Review's 2002 Ethics Symposium edition.
