Mr. Byrnes graduated from the Georgetown University Law Center in 1992.
He received a Bachelor's Degree with Honors from the United States Coast Guard Academy in New London, CT in 1985, and served in the United States Coast Guard on active duty for seven years.
His tour of duty included service as the Operations Officer on the Coast Guard Cutter Gentian and as the Budget and Planning Officer for the Chief Counsel of the U.S. Coast Guard.
He also served as a Commander in the Coast Guard Reserve at Fort Wadsworth, NY and was recalled to active duty for service in New Orleans as the Deputy Chief of Staff at Area Field Office New Orleans, which coordinated recovery efforts in the aftermath of Hurricane Katrina.
