Through the years, Richard Mays has established a niche in the law practice in Arkansas in representing individuals, citizens groups and environmental organizations in matters regarding private and public-works projects that have potential to harm the environment of Arkansas, or against corporations that fail to keep their legal and contractual commitments to individuals or communities.

Richard served at EPA Headquarters in Washington, D.C. as a career staff attorney, Senior Enforcement Counsel (i.e., Deputy Assistant Administrator) and Acting Assistant Administrator of the Office of Enforcement during most of the 1980s under Administrators William Ruckelshaus and Lee Thomas. Prior to joining EPA, he served as an attorney for what is now the Arkansas Department of Environmental Quality.

His law practice has had a substantial environmental component for more than 40 years. As a result of that experience, Richard knows full well the importance of working with governmental agencies when possible, but challenging them when they overreach.
