McIntyre Law Firm
In 1996, Jim McIntyre, Director of the Office of Management and Budget in the Carter Administration, and Chrys Lemon, an Air Force Academy graduate and former T-38 instructor pilot, formed McIntyre & Lemon. Founded in 1996 by Jim McIntyre and Chrys Lemon, we are a boutique firm with substantial legal, political, and business expertise.

By creating practical regulatory and compliance solutions that work in the real business world, we provide outside counsel with an in-house touch-all designed to help clients achieve their goals while minimizing regulatory and litigation risk.We help insurance agencies, brokers, carriers, and captive insurers bring products to market, satisfy regulatory compliance obligations, and manage risk.

For over two decades, McIntyre & Lemon has represented bank and non-bank lenders in a broad range of compliance, regulatory, and product development matters. We represent a diverse group of securities market participants, such as investment banks, brokerages, asset managers, and issuers, in navigating a complex securities regulatory regime.

Dealing with state insurance regulatory requirements in more than one state can complicate business objectives for insurance companies and agencies, especially those owned by, or affiliated with, a bank.
Adapting your business practices to comply with these requirements is essential to minimizing risk and avoiding unnecessary government actions.
From multistate licensing to expanding into new jurisdictions and product lines, clients rely on McIntyre & Lemon to assist them with the most challenging insurance laws, regulations, guidance, and industry best practices.
Bank and non-bank consumer lenders must contend with complex federal and state regulatory requirements, especially when selling add-on products.
The uncertainty created by multiple legal regimes and regulatory bodies can make business decisions a challenge.
With decades of experience in the consumer financial services industry, McIntyre & Lemon has the expertise clients need to mitigate regulatory and legal risks so they can confidently and decisively implement their business strategies.
Our clients include banks, small-dollar lenders, installment lenders, trade organizations, equipment lessors, auto finance companies, mortgage originators, and other consumer financial services providers.
Changes in federal and state laws and regulations can affect existing business models and compliance obligations and can impact your business strategy.
Companies that are proactive in positively influencing laws and regulations have a competitive advantage over those that are merely reacting to them.
Led by James T. McIntyre, who served in President Carter's cabinet as the Director of the Office of Management and Budget, McIntyre & Lemon's government relations team uses its extensive political experience and legal knowledge to advise businesses and trade organizations on legislation, policy, and regulation.

The risk from non-compliance poses a significant financial and operational hazard.
